Cook the fettuccine as indicated on the pkg. Drain, thoroughly rinse, and set aside.
Butter should be heated while bell pepper, onions, and celery are sauteed until the onions appear clear. Cook for one or two more minutes after adding the garlic (not too long or it will burn).
Add the velveeta cheese, cajun seasoning, and half and half. Simmer until cheese is melted. Add a little extra half and half to make the sauce thinner. Remove from heat and stir in the fettuccine, parsley, and shrimp.
Add parmesan cheese on top and transfer to a buttered or sprayed casserole dish. Bake for 20 to 30 minutes, or until bubbling, with the lid off at 350°F.
